I received an email from the North Carolina Federation of Dog Clubs, about a bill that is trying to be passed in NC. Since many members on here live in or around NC I wanted to post the email.



H733 Dog Breeder License bill - North Carolina

The breeder-licensing bill introduced in the NC House of Representatives
may come before the House Agriculture Committee as early as next
Wednesday 4/22/09. Provisions of this bill provide for warrantless
search and seizure of a dog breeder's premises and limit the number of
female dogs over the age of four months a breeder is allowed to own. To
defeat this bill we need Emails to the committee members over the next
week to assure our voices are heard prior to this committee
meeting/vote. As a pure bred dog owner and exhibitor please help all
concerned dog breeders in NC defeat this animal rights inspired

members. Please put "Vote Against Puppy Mill Bill" in the subject
line. Below the sample message is a listing of House Agriculture
Committee members email addresses and phone numbers. Messages may be

follow up your email with a telephone call.

Dear Representative ___________:

As a responsible dog owner I am opposed to Rep. Pat McElraft' bill to
license dog breeders. Please vote to give H733 an unfavorable report
out of the House Agriculture Committee.

NC has statutes which adequately regulate dog breeders. In the recent
Wayne County puppy mill raid, civil and criminal charges could have been
brought using these same statutes. Historically, convictions of animal
abuse and neglect have been very successfully prosecuted under existing
laws in North Carolina. Those laws were not used in the Wayne Co. raid
solely because of the need to create support for this anti dog breeder
legislation prior to its filing. This is animal RIGHTS legislation and
has nothing to do with animal WELFARE.

Thanks for the post Kat.
The link says there are similar bills being being proposed in 25 more states! The HSUS is using puppy mills to further it's agenda all over the country. If these bills can be defeated in the first couple of states that vote on them, it'll be easier to defeat them in other states.

Start writing those letters and making those calls!

Apparently Oklahoma passed something similar (BH1332) recently called the Oklahoma Pet Quality Assurance and Protection Act. I wasn't aware of it until I started searching for similar bills in our state today.

I understand why breeders and exhibitors would be upset by this bill, and even why the AKC would be against it but I don't know if I buy that it will be as detrimental as many of the other bills going around (mandatory spay in Chicago, crop/dock legislation, and of course all the towns/cities/states with breed bans)

I read the entire bill, and it gives breeders/exhibitors a limit of 20 intact females. Really, I'm not sure if I know many breeders who both have 20+ breeding females AND are respected as a quality kennel. I'm sure that will outrage someone, and I'm not saying it CAN'T exist, I just don't know of any. That feels like SO many dogs, even being involved with 2 different breeds I couldn't imagine caring for 20 females PLUS the studs PLUS how many litters 20 bitches could produce in a year.

That said, I do live in puppy mill central and am probably jaded by the experience. I truly would love to see action taken against people who house 200+ dogs of multiple breeds and sell them at livestock shows around town. It's not just how many dogs they have, it's how little time they have to care for them because there are so many. And how easy it's been thus far for those people to slip through the cracks in the USDA system.

I guess it all depends on whether these bills will elicit actual action, or if they will become empty promises that mean more money spent and paperwork done on the part of those who ARE doing the right thing. I'd almost like to see them in action before I assume it will hinder what I or anyone else in the purebred community is doing.
